Minutes of the 86th meeting of the EXIM Committee for export and import of seeds and planting materials held under the Chairpersonship of Addl. Secretary (M) on 15th June, 2004

Item No. 1.   Proposal for export of 400 M.T. Onion seeds c.v. Nasik Red to Bangladesh by M/s. Paul Impex, Nadia Distt. 741 257, West Bengal.

 

 The Committee recommended the export of 400 MT Onion seeds c.v. Nasik Red to Bangladesh but exports should take place after 15th July 2004. 

 

Item N0. 2.   Proposal for export of 500 MT Onion seeds c.v. Nasik Red to Bangladesh by M/s. Radhika Export, Kolkata, WB.

 

  The Committee recommended the export of 500 MT Onion seeds c.v. Nasik Red to Bangladesh but exports should take place after 15th July 2004.

   Bangladesh by M/s Radhika Export, Kolkata, WB

Item N0. 4.      Proposal for import of total 1000 Kg. of F.1 Watermelon Seeds c.v. Sinnor 295 and Champion-786 (500 Kg. each) from China by M/s. Rama Krishna Seeds Pvt. Ltd., 145, Old Subzi Mandi, Delhi.

 

The Committee recommended the import of total 1000 Kg .of F.1 Watermelon Seeds c.v. Sinnor 295 and Champion-786 (500 Kg. each) from China by M/s. Rama Krishna Seeds Pvt. Ltd., 145, Old Subzi Mandi, Delhi, subject to Plant Quarantine (Regulation of import into India) Order, 2003. 

 

Item No. 5.    Proposal for Import of Papaya seed c.v. Red Lady - 300 kg. and Sunrise - 50 Kg. from Taiwan by M/s Known You Seed (India) Pvt. Ltd., Pune.

 

The Committee recommended the Import of Papaya seed c.v. Red Lady - 300 kg. and Sunrise - 50 Kg. from Taiwan by M/s Known You Seed (India) Pvt., Ltd., Pune, Subject to the following conditions.

 

1)                  The seeds should be imported only from certified virus free nursery.

2)                  A sample of the imported seeds should be tested by Indian Institute of Horticultural Research, Bangalore who have developed RT-PCR techniques for detection of PRSV in papaya seeds.

3)                  The seeds after sowing should be subjected to post-entry quarantine observation by the DIAs and virologists of NBPGR, who should be instructed to destroy seedlings revealing viral disease.

4)                  Plant Quarantine (Regulation of import into India) Order, 2003.

 

 

Item No. 6.     Proposal for import of 4.00,000 Nos. Oil palm c.v. Tanera hybrid seed sprouts from Costa Rica by M/s. Godrej Agrovet Ltd., Palm Oil Mill, Ch. Pothepalli, West Godavari Dt., A.P.

 

As the Government of Andhra Pradesh having been supported this proposal, the Committee recommended import of 4.00,000 Nos. Oil palm c.v. Tanera hybrid seed sprouts from Costa Rica by M/s. Godrej Agrovet Ltd., Palm Oil Mill, Ch. Pothepalli, West Godavari Dt., Andhra Pradesh subject to Plant Quarantine (Regulation of import into India) Order, 2003.

 

Item N0. 7.     Proposal for import of 2.00,000 Nos. Oil palm c.v. Tanera hybrid seed sprouts from Costa Rica by M/s. Andhra Pradesh Cooperative Oilseeds Growers' Federation Ltd., 9th Floor, Fateh Maidan Road, Basheer Bagh, Hyderabad - 500 004 Andhra Pradesh.

 

 

As the Government of Andhra Pradesh having been supported this proposal the Committee recommended import of 2.00,000 Nos. (1,550 Kgs.) Oil palm c.v. Tanera hybrid seed sprouts from Costa Rica by M/s. Andhra Pradesh Cooperative Oilseeds Growers' Federation Ltd., 9th Floor, Fateh Maidan Road, Basheer Bagh, Hyderabad - 500 004 Andhra Pradesh, subject to Plant Quarantine (Regulation of import into India) Order, 2003

 

Item N0. 8.     Proposal for Import of Watermelon c.v. Augusta (F1 hybrid Seeds) 1,500 Kgs and c.v. Hero (F1 hybrid Seeds) 2,000 Kgs. from China and Taiwan respectively by M/s Syngenta India Ltd., 1170/27, Revenue Colony, Shivajinagar, Pune - 411 005.

 

The Committee recommended the import of Watermelon c.v. Augusta (F1 hybrid Seeds) 1,500 Kgs and c.v. Hero (F1 hybrid Seeds) 2,000 Kgs. from China and Taiwan respectively by M/s Syngenta India Ltd., 1170/27, Revenue Colony, Shivajinagar, Pune - 411 005, subject to Plant Quarantine (Regulation of import into India) Order, 2003. 

 

Item N0. 9.     Proposal for Import of 80 MT Sunflower seeds c.v. S-212 (F1 hybrid seeds) from China M/s. Syngenta India Limited, 1170/27, Revenue Colony, Shivaji Nagar, Pune - 411 005.

 

The Committee perused the proposal under reference.  It is understood from the proposal that the c.v. in question seems to be  brought into  India and  tested in the All India coordinated trials of 1995 under the programme of New Policy on Seed Development and found superior when compared to the check variety.  However, Committee desired that the trial data submitted by the company for testing the variety is to be authenticated with recommendation by ICAR.  Basing on the confirmation of the ICAR about the authentication of trail data, the proposal for Import of 80 MT Sunflower seeds c.v. S-212 (F1 hybrid seeds) from China by M/s. Syngenta India Limited, 1170/27, Revenue Colony, Shivaji Nagar, Pune - 411 005, will be considered on file for which Chairperson was authorised by the EXIM Committee.  In case the trial data has not been authenticated by ICAR then Committee recommended to import only 10 Kg. of the c.v. in question for trail purpose as prescribed under New Policy on Seed Development,  subject to Plant Quarantine (Regulation of import into India) Order, 2003. 

 

Item No.10:         Proposal for import of F1 Watermelon Seeds c.v. Champion 500 Kg. and c.v. Sinnor 200 Kg. from China by M/s. Hindustan Seeds & Pesticides 99 Indira Market, Old Subzi Mandi Delhi - 100 007.

 

The Committee recommended the import of F1 Watermelon Seeds c.v. Champion 500 Kg. and c.v. Sinnor 200 Kg. from China by M/s. Hindustan Seeds & Pesticides 99 Indira Market, Old Subzi Mandi Delhi - 100 007, subject to Plant Quarantine (Regulation of import into India) Order, 2003. 

 

 

Item N0. 11.      Proposal for import of 600 kg. F1 Watermelon Seeds c.v. Diana-179 from Thailand by M/s. Sungro Seeds Ltd., Delhi - 110052.

 

The Committee recommended the import of 600 kg. F1 Watermelon Seeds c.v.   Diana-179 from Thailand by M/s. Sungro Seeds Ltd., Delhi - 110 052, subject to Plant Quarantine (Regulation of import into India) Order, 2003. 

 

Item N0. 12.     Proposal for import of total 2,200 Kg of Watermelon hybrid c.v. No. 11(1,500 kg.) and c.v. No. 121(700 Kg.) from China by M/s Sungro Seeds Ltd., Delhi - 110 052.

 

The Committee recommended the import of total 2,200 Kg. of Watermelon hybrid c.v. No. 11(1,500 kg.) and c.v. No. 121(700 Kg.) from China by M/s Sungro Seeds ltd., Delhi - 110 052 subject to Plant Quarantine (Regulation of import into India) Order, 2003.

The Committee recommended the import of total 1,900 Kg. of Watermelon hybrid c.v. The Committee recommended the import of total 3,000 Kg. of Watermelon hybrid c.v. Lady Di, Regency and Sugar Pack (1,000 kg. each) from USA by M/s. Seminis Vegetable Seeds (India) Ltd., Gut No.24, Chitegaon, Aurangabad - 431 105, subject to Plant Quarantine (Regulation of import into India) Order, 2003. 

 

Item N0. 16.  Proposal for Import of 7,000 kg. Chicory Seeds c.v. Rexor from Holland by M/s. Tha Chandrakant Narottamdas & Co, Grain Market, Jamnagar - 361 011 (Gujarat)

 

The Committee noted the proposal in question which has been referred first time to EXIM Committee therefore it was desired to seek the comments from Horticulture Commissioner of DAC, DDG (H), ICAR, NBPGR and PP Division of DAC.   Basing on the inputs received from them this proposal will be considered on file for which Chairperson was authorised by the EXIM Committee.

 

Item N0. 17.   Proposal for import of 5,000 Kg. Chicory Seeds c.v. Orchies from France by M/s Spring Havan, Plot No.3, Udyognagar, HAPA - 361 120, (Via) Jamnagar, Gujarat.

 

The Committee noted the proposal in question which has been referred first time to EXIM Committee therefore it was desired to seek the comments from Horticulture Commissioner of DAC, DDG (H), ICAR, NBPGR and PP Division of DAC.   Basing on the inputs received from them this proposal will be considered on file for which Chairperson was authorised by the EXIM Committee.

The Committee recommended the import of Sweet Sorghum seeds c.v. Keller 2 kg., M81-E 10 kg., Dale 10 kg., Theis 10 kg., and Topper 76-6,  10 kg., from USA by M/s. Praj Industries Ltd., "Praj House, Bavdhan, Pune 411021,  for Multi Location and Agronomic Trials in accordance with the New Policy on Seed Development, subject to Plant Quarantine (Regulation of import into India) Order, 2003.

 

Item N0. 20.  Proposal for change/addition of destination of Import source of Strawberry Plants by M/s. Micro Plantae Ltd., Mumbai

 

            The Committee noted that M/s. Micro Plantae Ltd., Mumbai was granted revalidation of import permit No.S&P-156/03/MUM dated 12.05.04 for import of the balance quantity of 1,53,000 Nos. Strawberry plants from USA/Spain and 50,000 Nos. Strawberry plants from USA by the 85th EXIM Committee of DAC held on 27th April, 2004. 

            As requested by the company the Committee permitted to import the above said planting material from USA/Spain/Argentina/France instead of USA/Spain/Argentina, subject to Plant Quarantine (Regulation of import into India) Order, 2003.  

 

Item N0. 21.  Proposal for change/addition of destination of Import source of Strawberry Plants by M/s. Shri Ajay Nandlal Doshi, Distt. Satara (Maharashtra)

 

The Committee noted that M/s. Shri Ajay Nandlal Doshi, Distt. Satara (Maharashtra), was granted permission to import 1,00,000. Strawberry plants from USA by the 85th EXIM Committee of DAC held on 27th April 2004. 

 

            As requested by the party, the Committee permitted to import the above said planting material from Argentina instead of California, subject to Plant Quarantine (Regulation of import into India) Order, 2003.

 

Item N0. 22.  Proposal for change/addition of destination of Import source of Strawberry Plants by M/s. Shri Sampat Genu Bhilare, Distt. Satara, Maharashtra.

 

The Committee noted that M/s Shri Sampat Genu Bhilare, Distt. Satara, Maharashtra, was granted permission to import 1,00,000. Strawberry plants from USA by the 85th EXIM Committee of DAC held on 27th April 2004. 

 

            As requested by the party, the Committee permitted to import the above said planting material from Argentina instead of California, subject to Plant Quarantine (Regulation of import into India) Order, 2003.

 

Item N0. 23.   Proposal for import of 50,000 Nos. (382.5 Kg.) Oil palm c.v. Tanera hybrid seed sprouts from Costa Rica by M/s. Lakshmi Balji Oils (P) Ltd., 12-2-824/A/1, Santoshnagar Colony, MehidipatnamHyderabad - 500  028 Andhra Pradesh.

 

 

As the Government of Andhra pradesh having been supported this proposal, the Committee recommended import of 50,000 Nos. (382.5 Kg.) Oil palm c.v. Tanera hybrid seed sprouts from Costa Rica by M/s. Lakshmi Balji Oils (P) Ltd., 12-2-824/A/1, Santoshnagar Colony, Mehidipatnam, Hyderabad - 500 028 Andhra Pradesh, subject to Plant Quarantine (Regulation of import into India) Order, 2003

 

 

Item No. 24.   Proposal for export of 10 MT Onion seeds c.v. Nasik Red to Bahrain by M/s. Sungro Seed Exports Ltd., 2nd Floor, Sungro Chamber, B.N. Block, Local Shopping Centre Shalimar Bagh, Delhi - 110052.

 

The Committee recommended the export of 10 MT Onion seeds c.v. Nasik Red to Bahrain but exports should take place after 15th July 2004.

 

Item No. 25.   Proposal for export of 40 MT Onion seeds c.v. N-53 to Pakistan by M/s. Bharat Agro Overseas (India) A-64 Industrial Area, Delhi.

 

The Committee recommended the export of 40 MT Onion seeds c.v. N-53 to Pakistan but exports should take place after 15th July 2004.

 

Item N0. 26.     Proposal for Import of total 82.13 Kg. Sunflower seeds c.v. AT-33X (8.10 Kg.), RT-012 (9.24 Kg.), Allstar RM (11.70 Kg.), Allisson RM (10.38 Kg.), Torcaz (10.25 Kg.), Altesse RM (9.00 Kg.), Oilmpia (12.90 Kg.) and Euroflor (10.56 Kg.) from France by M/s. Mahyco Seeds Ltd., 4E/15, Ashoka Centre, IIIrd Floor, Jhandewalan Extension, New Delhi-55.

 

The committee recommended the import of total 76.34 Kg. Sunflower seeds c.v. AT-33X (8.10 Kg.), RT-012 (9.24 Kg.), Allstar RM (10.00 Kg.), Allisson RM (10.00 Kg.), Torcaz (10.00 Kg.), Altesse RM (9.00 Kg.), Oilmpia (10.00 Kg.) and Euroflor (10.00 Kg.) from France by M/s. Mahyco Seeds Ltd., 4E/15, Ashoka Centre, IIIrd Floor, Jhandewalan Extension, New Delhi-55, in accordance with the New Policy Seed Development for trail purpose, subject to Plant Quarantine (Regulation of import into India) Order, 2003.

 

Item N0. 27.  Proposal for Import of 1,000 kg. Chicory Seeds c.v. Rexor from Holland by M/s. H.M. Trading Co, 102, White House, Bedi Bunder Road Jamnagar.

 

The Committee noted the proposal in question, which has been referred first time to EXIM Committee therefore it was desired to seek the comments from Horticulture Commissioner of DAC, DDG (H), ICAR, NBPGR and PP Division of DAC.   Basing on the inputs received from them this proposal will be considered on file for which Chairperson was authorised by the EXIM Committee.

 

Item N0. 28.     Proposal for Import of 25 MT Sweet corn c.v. Pacific hybrix 5 from Australia by M/s. Golden Seeds Pvt. Ltd., B-22, Block, Brigade MM Buildings, K.R. road Cross, Yediyour, Bangalore - 560 082.

 

The committee recommended the import of 20 Kg. Sweet corn c.v. Pacific hybrix 5 from Australia by M/s. Golden Seeds Pvt. Ltd., B-22, Block, Brigade MM Buildings, K.R. road Cross, Yediyour, Bangalore - 560 082, in accordance with the New Policy Seed Development for trail purpose, subject to Plant Quarantine (Regulation of import into India) Order, 2003. Meanwhile, it was desired to seek the comments from ICAR for considering the large-scale import of Sweet corn.

The Committee recommended the import of 2,000 Kg.  Watermelon c.v. CLX-105 from Hong Kong (China) by M/s Rajendra Hybrid Semences Pvt. Ltd., 41-Indira Market, Old Sabzi Mandi, Delhi - 110 007 (India), subject to Plant Quarantine (Regulation of import into India) Order, 2003. 

 

Item N0. 30.   Proposal for Import of 5 MT Sweet corn c.v. Sugar - 75 from Thailand by M/s. Syngenta India Limited, 1170/27, Revenue Colony, Shivajinagar, Pune - 411 005.

 

            The committee recommended the import of 20 Kg. Sweet corn c.v. Sugar - 75 from Thailand by M/s. Syngenta India Limited, 1170/27, Revenue Colony, Shivajinagar, Pune - 411 005 for trial purpose in accordance with the New Policy on Seed Development, subject to Plant Quarantine (Regulation of import into India) Order, 2003. Meanwhile, it was desired to seek the comments from ICAR for considering the large-scale import of Sweet corn. 

 

Item No.31.     Proposal for import of total 800 Kg. of Watermelon c.v. ZK003 (700 kg) and c.v. ZK006 (100 kg) from China by M/s. Seedworks India Pvt. Ltd., 437 Avenue - 4, Banjara Hills, Hyderabad-34

 

The Committee recommended the import of total 800 Kg. of Watermelon c.v. ZK003 (700 kg.) and c.v. ZK006 (100 kg) from China by M/s. Seed Works India Pvt. Ltd., 437 Avenue - 4 , Banjara Hills, Hyderabad-34 subject to Plant Quarantine (Regulation of import into India) Order, 2003. 

 

Item N0. 32.    Proposal for Import of 5 MT Sweet corn c.v. Bright Jean from Taiwan by M/s. Known You Seed (India) Pvt., Ltd., 105, Nyati Millennium, S.No.209, Lohegaon, Viman nagar, Pune- 411 014.

 

            The committee recommended import of 20 Kg.  Sweet corn c.v. Bright Jean from Taiwan by M/s. Known You Seed (India) Pvt., Ltd., 105, Nyati Millennium, S.No.209, Lohegaon, Viman Nagar, Pune- 411 014 for trial purpose in accordance with the New Policy on Seed Development subject to Plant Quarantine (Regulation of import into India) Order, 2003. Meanwhile, it was desired to seek the comments from ICAR for considering the large-scale import of Sweet corn. 

 

Item N0.33.     Proposal for Import of total 1,000 Kg. of Watermelon c.v. Oasis 283 and c.v. Frontier 747(500 Kg. each) from Thailand by M/s. Namdeo Umaji Agritech (India) Pvt., Ltd., Shop no. 2, Savatmali Bhuvan, 161, Dr. Ambedekar Road, Byculla (East) Mumbai 400 027.

 

The Committee recommended the import of total 1,000 Kg. of Watermelon c.v. Oasis 283 and c.v. Frontier 747(500 Kg. each) from Thailand by M/s. Namdeo Umaji Agritech (India) Pvt., Ltd., Shop no. 2, Savatmali Bhuvan, 161, Dr. Ambedekar Road, Byculla (East) Mumbai 400 027, subject to Plant Quarantine (Regulation of import into India) Order, 2003.  

 

Item N0.34.     Proposal for Import of 30,000 Kg. Watermelon c.v. Sugar Baby from USA by M/s. Seminis Vegetable seeds (India) Ltd., Gut No.24, Chitegaon, Aurangabad - 431 105.

 

The Committee recommended the import of 10,000 Kg. Watermelon c.v. Sugar Baby from USA by M/s. Seminis Vegetable seeds (India) Ltd., Gut No.24, Chitegaon, Aurangabad - 431 105, subject to Plant Quarantine (Regulation of import into India) Order, 2003.  

 

Item N0.35.      Proposal for Import of total 1750 Kg. of Watermelon c.v. F1 Diana 179 (1,000 Kg.), F1 Big Black 935, (500 Kg.) and F1 Banphai 999, (250 Kg.) from Thailand by M/s. Golden Seeds Pvt., Ltd., B-22, B-Block, Brigade MM Buildings, K.R. Road Cross, Bangalore.

 

The Committee recommended the import of total 1750 Kg. of Watermelon c.v. F1 Diana 179 (1000 Kg.), F1 Big Black 935, (500 Kg.) and F1 Banphai 999, (250 Kg.) from Thailand by M/s. Golden Seeds Pvt., Ltd., B-22, B-Block, Brigade MM Buildings, K.R. Road Cross, Bangalore, subject to Plant Quarantine (Regulation of import into India) Order, 2003. 

Besides to the above, Committee desired that the Quality Control Wing of Seed Division should not entertain the applications for export/import of seeds and planting materials, 10 days prior to date of the meeting.  This system of fixing the cut off date may help the Division to get the input on the proposal from the Divisions concerned and to apprise the Committee.  It was also desired that the letter from the level of JS (Seeds) may be sent to DG (ICAR) with the request to depute the official at the level of ADG (Hort) to attend EXIM committee meeting. The Chairperson requested the Seed Association of India to prepare a status paper on onion/chicory seed requirement and availability for the use of EXIM Committee.

The meeting ended with a vote thanks to the Chair.
