Minutes of the 89^th Meeting of the Exim Committee for export and import of Seeds and Planting Materials held under the Chairmanship of Addl. Secretary (Seeds), Government of India, DAC on 24^th November 2004.

ITEM NO. 1    Proposal for export of 250 MT of Jute seeds c.v. JRO-524 to Bangladesh by M/s. Agrotech Seeds, Kolkota – 700 001 (West Bengal).

The Committee recommended export of 250 MT (Two hundred fifty Metric Tones) of Jute seeds c.v. JRO-524 to Bangladesh by M/s. Agrotech Seeds, Room No.15, 2^nd Floor,  2,N.C. Dutta Sarni, Kolkota – 700 001 (West Bengal).

ITEM NO. 2    Proposal for import of 100 kg. Hybrid Watermelon seeds c.v. Green Dream from China by M/s. Sungro Seeds Ltd., 1^st Floor, Sungro Chambers, BN Block, Local Shopping Centre, Shalimar Bagh, Delhi – 110 088.

The Committee recommended import of 100 kg. (One hundred Kg.) Hybrid Watermelon seeds c.v. Green Dream from P.R. China by M/s. Sungro Seeds Ltd., 3rd Floor, Sungro Chambers, BN Block, Local Shopping Centre, Shalimar Bagh, Delhi – 110 088, subject to Plant Quarantine (Regulation of import into India) Order, 2003.

ITEM NO. 3.   Proposal for import of total 2600 kgs. Watermelon seeds c.v. Vasudha (1,000 kgs.), New Vasudha (500 kgs.), China Dragon (500 kgs.), Devyani (100 kgs.) and Vishala (500 kgs.) from Taiwan by M/s. Known You Seed (India) Pvt. Ltd., Pune – 411 014.

The Committee recommended import of total 1000 kgs. (One Thousand Kgs.) Watermelon seeds c.v. Vasudha (three hundred Kgs.) New Vasudha (two hundred Kgs.) China Dragon (two hundred Kgs.), Devyani (one hundred Kgs.) and Vishala (two hundred Kgs.) from Taiwan by M/s. Known You Seed (India) Pvt. Ltd., Pune – 411 014, subject to Plant Quarantine (Regulation of import into India) Order, 2003.

ITEM NO. 4.   Proposal for import of total 14,00 Kgs. Watermelon seeds c.v. TS-786 (500 kgs.), TS-295 (500 kgs.) and Sugar Express (400 kgs.) from China by M/s. Rajdhani Seeds Corporation, Delhi.

The Committee recommended import of total 1000 Kgs. (total one thousand Kgs.)  Watermelon seeds c.v. TS-786 (three hundred fifty Kgs.) TS-295 (three hundred fifty Kgs.) and Sugar Express (three hundred kgs.) from China by M/s. Rajdhani Seeds Corporation, Delhi, subject to Plant Quarantine (Regulation of import into India) Order, 2003.

ITEM NO. 5.   Proposal for import of total 20 kgs. Watermelon seeds c.v. WCS-39-51 (10 kgs.) and WCG-39-15 (10 kgs.) from USA by M/s. Seminis Vegetable Seeds (India) Ltd.,  Aurangabad – 431 105.

The Committee recommended import of total 20 kgs. (Total twenty Kgs.) Watermelon seeds c.v. WCS-39-51 (Ten kgs.) and WCG-39-15 (Ten kgs.) from USA by M/s. Seminis Vegetable Seeds (India) Ltd., Aurangabad – 431 105, subject to Plant Quarantine (Regulation of import into India) Order, 2003.

The Committee recommended import of 1,000 kgs. (One thousand kgs.) Watermelon seeds c.v. Sugarbaby from USA by M/s. Seminis Vegetable Seeds (India) Ltd., Aurangabad – 431 105, subject to Plant Quarantine (Regulation of import into India) Order, 2003.

ITEM NO. 7.   Proposal for import of 200 kgs. Watermelon seeds c.v. Hybrid No. 700 from PR China by M/s. Shipra Overseas India, A-61, GT Karnal Road, Industrial Area, Delhi – 110 033.

The Committee recommended import of 200 kgs. (Two hundred kgs.) Watermelon seeds c.v. Hybrid No. 700 from PR China by M/s. Shipra Overseas India, A-61, GT Karnal Road, Industrial Area, Delhi – 110 033, subject to Plant Quarantine (Regulation of import into India) Order, 2003.

ITEM NO. 8.   Proposal for import of total 1,500 kgs. Hybrid Watermelon seeds c.v. Stronger F.1 (1,000 kgs.) and Rich Star F.1 (500 kgs.) from PR China by M/s. Century Seeds Pvt. Ltd., BA-22-24, Phase-II, Mangolpuri Industrial Area, Delhi – 110 034.

The Committee recommended import of total 1000 kgs. (Total thousand kgs). Hybrid Watermelon seeds c.v. Stronger F.1 (Six hundred kgs.) and Rich Star F.1 (Four hundred kgs.) from PR China by M/s. Century Seeds Pvt. Ltd., BA-22-24, Phase-II, Mangolpuri Industrial Area, Delhi – 110 034, subject to Plant Quarantine (Regulation of import into India) Order, 2003.

ITEM NO. 9.   Proposal for import of 200 kgs. Watermelon seeds c.v. Hybrid CLX-105 from China by M/s. GUFIC Bio-sciences Limited, Mumbai – 400 057.

The Committee recommended import of 200 kgs. (Two hundred kgs.) Watermelon seeds c.v. Hybrid CLX-105 from China by M/s. GUFIC Bio-sciences Limited, Mumbai – 400 057, subject to Plant Quarantine (Regulation of import into India) Order, 2003.

ITEM NO. 10. Proposal for import of 550 MT Berseem seeds c.v. Mescavi from Egypt by M/s. Rajdhani Seeds Corporation, Delhi. 

The committee recommended the import of 550 MT (Five hundred fifty MT) Berseem Seed c.v. Mescavi from Egypt by M/s Rajdhani Seeds Corporation, 118, Indra Market, Old Subzi Mandi, Delhi  - 110007, subject to the following:

(i)                  Submitting certificate from the National Plant Protection Organisation (NPPO) in the country of origin certifying disease free field inspection report;

(ii)                Furnishing morphological characteristics and features of the imported variety obtained from the competent authority of the country of origin for matching with the Indian cultivar ;

(iii)               Furnishing Orange certificate by ISTA Accredited laboratory

(iv)              Depositing seed sample of 500 gm. in Gene Bank of NBPGR through representative of PPA for accession and future reference;

(v)                Plant Quarantine (Regulation of import into India) Order, 2003, and 

(vi)              Comply the provision of Seed Act 1966 (Section 17 of the Seed Act 1966).

ITEM NO. 11. Proposal for import of 506 MT Berseem seeds c.v. Mescavi from Egypt by M/s. Bharat Agro Overseas (India), A-64 Industrial Area, GT Karnal Road, Delhi – 110 033.

The committee recommended the import of 506 MT (Five hundred six MT) Berseem Seed c.v. Mescavi from Egypt by M/s Bharat Agro Overseas (India), A-64 Industrial Area, GT Karnal Road, Delhi – 110 033, subject to the following:

(i)                  Submitting certificate from the National Plant Protection Organisation (NPPO) in the country of origin certifying disease free field inspection report;

The Committee recommended import of 1,000 Nos. (One thousand Nos.) Banana Tissue Culture plants c.v. Gran-Nain from Israel by M/s. Sri Ramco Biotech, Sabari Complex, 3^rd Floor, No. 24 Residency Road, Bangalore – 560 025 (Karnataka), subject to Plant Quarantine (Regulation of import into India) Order, 2003.

ITEM NO. 13. Proposal for import of 50,000 Nos. Oilpalm Sprouts seeds c.v. Tanera Hybrid Sprouts from ASD Costa Rica by M/s. Godrej Agrovet Limited, Goa.

The Committee recommended import of 50,000 Nos. (Fifty thousand Nos.) Oilpalm Sprouts seeds c.v. Tanera Hybrid Sprouts  from ASD Costa Rica by M/s. Godrej Agrovet Limited, Goa, subject to Plant Quarantine (Regulation of import into India) Order, 2003.

ITEM NO. 14. Proposal for import of 2,00,000 Nos. Oilpalm Sprouts seeds c.v. Tanera Hybrid from ASD Costa Rica by M/s. Foods Fats & Fertilizwers Ltd., 3-5-874/7 & 8, 2^nd Floor, Hyderguda, Hyderabad – 500 029.

The Committee recommended import of 2,00,000 Nos. (Two lakhs Nos.) Oilpalm Sprouts seeds c.v. Tanera Hybrid from ASD Costa Rica by M/s. Foods Fats & Fertilizwers Ltd., 3-5-874/7 & 8, 2^nd Floor, Hyderguda, Hyderabad – 500 029, subject to Plant Quarantine (Regulation of import into India) Order, 2003.

ITEM NO. 15. Proposal for import of 2,00,000 Nos. Oilpalm Compact germinated oilpalm seeds (Sprouts) from ASD Costa Rica by M/s. Godrej Agrovet Limited, Palm Oil Mill, Ch. Pothepalli, West Godavari Distt., A.P.

The Committee recommended import of 2,00,000 Nos. (Two lakhs Nos.) Oilpalm Compact germinated oilpalm seeds (Sprouts)  from ASD Costa Rica by M/s. Godrej Agrovet Limited, Palm Oil Mill, Ch. Pothepalli, West Godavari Distt., A.P, subject to Plant Quarantine (Regulation of import into India) Order, 2003.

ITEM NO. 16. Proposal for import of total 15,000 Pieces Strawberry plants c.v. Diamante (6,000 Nos.), Chandler (6,000 nos.) and Sweet Charley (3,000 Nos.) from California, USA by M/s. Namdhari Seeds, Bidadi – 562 109, Bangalore.

The Committee recommended import of total 15,000 Pieces (One thousand five hundred Pieces) Strawberry plants c.v. Diamante (Six thousand Pieces.), Chandler (Six thousand Pieces) and Sweet Charley (three thousand Pieces) from California, USA by M/s. Namdhari Seeds, Bidadi – 562 109, Bangalore, subject to Plant Quarantine (Regulation of import into India) Order, 2003.

ITEM NO. 17. Proposal for import of 4,800 kgs. Maize seed c.v. HT-25 (2500 kg.), HT-195 (1,000 kg.), HTN-610 (1,000 kg.) and HTC-5A (300 kg) from Egypt by M/s. G-Tech Seed Exports Pvt. Ltd., New Delhi-110 070.

The Committee recommended import of only 20 kgs. (Twenty Kgs.) of Maize seed of each c.v. HT-25, HT-195, HTN-610 and HTC-5A  from Egypt by M/s. G-Tech Seed Exports Pvt. Ltd., New Delhi-110 070, under relevant provision of New Policy on Seed Development subject to Plant Quarantine (Regulation of import into India) Order, 2003.

ITEM NO. 18. Proposal for import of 500 kgs. Papaya seeds c.v. Red Lady from Taiwan by M/s. Known You Seed (India) Pvt. Ltd., 105 Nyati Millennium, S.No. 209, Lohegaon, Viman Nagar, Pune – 411 014.

The Committee recommended import of 500 kgs. (Five hundred Kgs.) Papaya seeds c.v. Red Lady from Taiwan by M/s. Known You Seed (India) Pvt. Ltd., 105 Nyati Millennium, S.No. 209, Lohegaon, Viman Nagar, Pune – 411 014, subject to Plant Quarantine (Regulation of import into India) Order, 2003.

ITEM NO. 19. Proposal for import of 175 kgs. planting materials of Eucalyptus species of 34 varieties from different location of Australia (as per the list enclosed) by M/s. JK Paper Ltd., New Delhi – 110 002.

The Committee perused the proposal and come to the conclusion that the issue under reference is out of the preview of Exim Committee of DAC.  It was therefore decided that this proposal may be referred to Ministry of Environment and Forests to dispose at their level. 

ITEM NO. 20. Proposal for import of 14 kgs. Corn Seed c.v. Tunyu No. 1, Tunyu No. 28, Pudan No. 5, Pudan No. 6, Zhongke No. 1, Ludan No. 981 and Nongda No. 81(2 kg. each), 6 kg. Rice Seed c.v. Liangyou-932, Hong You 2009 and Byou-827 (Three varieties, 2 kgs. each ) and 6 kgs. Wheat seed c.v.  2000, Yu Zhan No. 4 and Yuzhan No. 5 (2 kg. each) from China by M/s. Nath Bio-Gene (India) Ltd., Nath House, Nath Road, Aurangabad – 431 005.

            The Committee perused the proposal under reference and desired to get the information with regard to the Seed in question proposed for import for trial proposes has contained any Genetically Modified Gene.  Basing on the information furnished by the Company about GMO, the proposal will be considered in the next meeting.

ITEM NO. 21.   Proposal for import of 6 kgs. Rice Seed c.v. NAM YOU-1, BAC YOU-903 and NHI YOU-838 (2 kgs. each ) and 10 kgs. Maize seed c.v.  LVN-10, PAC-963, PAC-848, PAC-60 and PAC-11 from Vietnam by M/s. Nath Bio-Gene (India) Ltd., Nath House, Nath Road, Aurangabad – 431 005.

The Committee perused the proposal under reference and desired to get the information with regard to the Seed in question proposed for import for trial proposes has contained any Genetically Modified Gene.  Basing on the information furnished by the Company about GMO, the proposal will be considered in the next meeting.

Shan You-63, Te You-559, II You-838, Xie You-63 and Zhong You-838 (2kgs. each) and 8 kgs. Maize seed c.v.  Dan Yu-13, Ye Dan-13, Yuyu No. 26 and Jiyuan No. 7 (2 kgs. each) from China by M/s. Nath Bio-Gene (India) Ltd., Nath House, Nath Road, Aurangabad – 431 005.

The Committee perused the proposal under reference and desired to get the information with regard to the Seed in question proposed for import for trial proposes has contained any Genetically Modified Gene.  Basing on the information furnished by the Company about GMO, the proposal will be considered in the next meeting.

The Committee perused the proposal under reference and desired to get the information with regard to the Seed in question proposed for import for trial proposes has contained any Genetically Modified Gene.  Basing on the information furnished by the Company about GMO, the proposal will be considered in the next meeting.

The Committee recommended import of 1,000 kgs. (One thousand Kgs.) Chicory seeds c.v. Elysee F1 and Dorana F1 (500 kgs. each) from France by M/s. Clause Seeds (India) Pvt. Ltd., 6-1-20/2, New Bhoiguda, Walker Town, Secunderabad – 500 025, subject to Plant Quarantine (Regulation of import into India) Order, 2003.

ITEM NO. 26. Proposal for import of total 40 kgs. Sunflower seeds c.v. Sungold Series (20 kgs.), Teddy Bear (5kgs.), Pacino (5 kgs.) and Assorted Varieties (10 kgs.) from France and Germany by M/s. V.D. Parekh Seeds Pvt. Ltd., 55 Canning Street, 2^nd Flor, H/10, Mehta Building, Kolkata – 700 001.

The Committee recommended import of total 20 kgs. (Total twenty kgs.) Sunflower seeds c.v. Sungold Series (Ten kgs.), Teddy Bear ( Five kgs.), and Pacino (Five  kgs.) from France and Germany by M/s. V.D. Parekh Seeds Pvt. Ltd., 55 Canning Street, 2^nd Floor, H/10, Mehta Building, Kolkata – 700 001, as per the provision of New Policy on Seed Development for trial purposes, subject to Plant Quarantine (Regulation of import into India) Order, 2003. Further committee not recommended Assorted Varieties of Sunflower for import as no such varieties exit.
